Mr. Xiang Ruitao is Vice President of Contract and Procurement at Hengyuan Refi ning Company Berhad (HRC), a Malaysian listed refinery under Shandong Hengyuan Petrochemical Group (state-controlled), with a processing capacity of 156,000 bpd.

He began his career at CNCEC (China National Chemical Engineering Group Corporation) and later worked on multiple large-scale refinery projects in Saudi Arabia. He holds CSWIP 3.1 and Saudi Aramco-certified piping inspector credentials. Since joining HRC, he has held roles in project management and served as CEO interface offi  cer, before taking charge of Contracts and Procurement in 2021, with his 14 years across 3 countries, from CNCEC to Hengyuan — blending technical expertise with procurement leadership.
